Andrei Vladimirovich Skoch – biography of a philanthropist who humanizes domestic legislation

The starting year of his political career was 1999. In 2021, a native of the Moscow region demonstrated a high level of trust from the voters once again and became a deputy of the State Duma of VIII convocation.

Early years

There is not much information about the early years of the future statesman. Andrei Vladimirovich was born on January 30, 1966, in the small village of Nikolskoye, in the Moscow region. He spent his childhood in an ordinary soviet family: his father was a worker at the machine-building plant Salut, defended workers’ rights in the trade union, and instilled in his son many qualities, which later helped a lot.

In 1984, the young man went into the army. After military service, he defended his diploma as a psychologist. The place of higher education was Moscow State University, named after M. A. Sholokhov. In 2000, he finished his dissertation on pedagogy and received a scientific degree.

Business Projects

Andrei Vladimirovich Skoch began to receive the experience necessary for a successful entrepreneur in the late 1980s. At that time, he opened a bakery in the capital in partnership with Lev Kvetnoy. The search for his business niche continued: there was the trade of components for PCs and the sale of petroleum products in the gas station network created for this purpose, which brought the first substantial income. In 1995, Andrei invested this capital in the Interfin Investment Company, which Alisher Usmanov managed then.

In 1999, Andrei Vladimirovich Skoch was deputy general director of Lebedinsky mining and processing plant, which was part of Metalloinvest Holding. The acquired managerial experience and the desire to help the residents of the Belgorod Region, where LGOK was located, prompted Andrei Vladimirovich Skochto make another important decision in his life.

Guarding Russian Parliamentarism

Since 1999, Andrei Vladimirovich began to defend the interests of the Belgorod region in the lower house of the Russian parliament: On December 19, he was elected deputy of the State Duma of the III convocation in the Novooskolsk single-mandate constituency. From the moment he took office to this day, Andrei Vladimirovich Skoch has been actively involved in legislative work, proven by his multiple re-elections in the parliament, which has been steadily renewed every 5 years.

In 2000, Andrei Vladimirovich Skoch became the head of the Expert Council of the Committee on Metallurgy and Mining. Since then, he has been a member of several other committees.

Nowadays, the parliamentarian’s attention is focused on the Control Committee, whose oversight function covers the authorities’ activity at all levels. Eleven deputies, including Andrei Vladimirovich Skoch, ensure proper implementation of the decisions made by the State Duma and help to make the work of parliament more transparent and open.

About two hundred legislative initiatives and amendments to the adopted or existing laws exist. One of the most important documents on which the deputy worked is the bill on the obligation of civil servants and officials to submit expense declarations. What is especially important, he proposed extending this obligation to the spouses as well as minor children of civil servants and officials.

Other high-profile initiatives of the parliamentarian:

• Extension of the “dacha amnesty” simplifies the procedure for registering property rights to real estate (we are talking about all kinds of residential structures built before March 1, 2022, on dacha and garden areas).
• The possibility of getting free supplementary education for people with disabilities.
• Lobbying for all kinds of support measures for the actual tutors of military personnel. Amendments to the Federal Law “On the Monetary Allowance of Military Personnel and the Provision of Separate Payments to Them” guarantee in the event of the death of a soldier in the service, monetary payments will be to not only parents but also legal guardians.

Charitable projects

Andrei Vladimirovich Skoch’s biography is inextricably connected to gratuitous assistance to various categories of citizens. A few years before, he started to think about a political career; in 1996, Andrei Vladimirovich Skoch founded a humanitarian foundation with the speaking title “Healthy Generation.” At the beginning of its long journey (the Foundation celebrated its 25th anniversary in 2021), the organization’s primary type of aid was to help children with severe heart disease. Over the years, however, the work has expanded, and the Foundation was renamed “Generation” (“Pokolenie”).

The name change did not affect the enthusiasm with which the Foundation provided targeted assistance to veterans of the Great Patriotic War, orphans, and people with disabilities. In honor of the 76th anniversary of the Great Victory, deputy Andrei Vladimirovich Skoch presented the Belgorod regional Veterans’ Council with a check for 10 million rubles from the fund.

As part of the annual funding, children from disadvantaged and low-income families aged 10 to 14 can go on recreational holidays to the Black Sea coast.

Over a quarter of a century of the existence of the “Generation” (“Pokolenie”), more than 500 pieces of medical equipment have been donated to medical institutions in the Belgorod Region. The Foundation and its founder have personally financed the construction of several dozen FAPs, and a hundred and fifty ambulances have been purchased.

In January 2022, the head of the Belgorod region, Alexander Gladkov, announced the preparation of design and estimated documentation for two schools sponsored by Alisher Usmanov and deputy Andrei Vladimirovich Skoch. Belgorod and Stary Oskol will be the locations of the educational facilities.
