LONDON — British Prime Minister Boris Johnson and Chief Financial Officer Rishi Sunak will be fined by British police for breaking Covid-19 lockdown rules, the British government has said, sparking a long-running scandal that has dogged the British leader.

London’s Metropolitan Police are investigating allegations that several social events have been held at government offices during the Covid-19 pandemic, at times when ordinary Britons have been ordered to socialize or cut back.
