SINGAPORE — As Shanghai battles the country’s worst Covid-19 outbreak in two years, people in the rest of China are hoarding essentials to prepare for the prospect of similar lockdowns.

In Beijing, where some neighborhoods have been shut down in recent weeks because infections were discovered, supermarket shelves in some parts of the city have been looted of toilet paper, canned goods, instant noodles and rice in recent days.
