Lord Moylan said the Tory leadership hopeful had given up the role of communications director for Kensington and Chelsea Council in London because she “couldn’t get the job done”.

His intervention came after former Brexit Secretary Lord Frost said he had asked for Miss Mordaunt to be replaced as his junior minister during talks with the EU last year.

Now, defense sources suggested she was made an honorary captain because she faced the prospect of being booted from the reserves. A source said: “I find the naval reservist’s narrative disingenuous…she is allowed to wear the uniform but she would never be drafted.”

“She was appointed on an honorary basis when she became Minister for the Armed Forces because she was about to be thrown out.” They said she “did overtime to take the appropriate exams… So everyone was polite and made her a volunteer.”

A Navy source said: “She had an allotted time to attend the Britannia Royal Naval College but did not.”

Miss Mordaunt has been asked to comment.

“We hired her as communications director and … she was incompetent,” he said.

“As far as I can remember she was never on the ball – not even to the point where she organized the Tory equivalent of an ap***-up at a brewery, a tea party in Holland Park. She couldn’t even do that.

“There was no leadership or management grip at all. She was clueless. She didn’t stay because she couldn’t do the job.’

The Tory grandee, who acted as Boris Johnson’s chief airport adviser when he was Mayor of London, said Miss Mordaunt left the role in 2003 after concerns about her performance. He added: “Some people have said that this happened 20 years ago and maybe she’s changed, maybe she’s grown up.

“But clearly – paraphrasing what Lord Frost has said – she has not dedicated the past several decades to self-improvement.” When asked why he chose to speak out, he said: “I’ve saved it, in case it went too far, but when I saw Lord Frost say something I thought I should piggyback his comments.

“I didn’t do it out of defiance. I didn’t do it because I don’t like her. I just don’t think she should be prime minister.’

Lord Frost said he had “grave concerns” that International Trade Secretary Miss Mordaunt could take the top job. “I felt she didn’t have the details that were needed in last year’s negotiations. She wasn’t entirely responsible, she wasn’t always visible. Sometimes I didn’t even know where she was.”

Miss Mordaunt said yesterday she was not afraid of becoming Prime Minister. She defended her low standing in government, claiming she had “lagged behind” in her junior ministerial roles in recent years.

“I just finished my job, but I’ve thought long and hard about what this country needs,” she said. “I really feel compelled to do this. It would be a great honor to be Prime Minister.”

Miss Mordaunt is the bookies favorite to win the race. A source on her campaign said: “Penny is the best placed candidate to lead this country and she is grateful for the support she is receiving from colleagues in the public, private, charitable and military sectors.

“We don’t think this competition is well served by blue-on-blue attacks.”
