Is Kazuha worth it in Genshin Impact?

Kaedehara Kazuha is a five-star Anemo character in Genshin Impact who has returned for Update 2.8. He is a very strong support and sub-DPS character and fits in very well with most teams. Even without constellations, Kazuha is exceptionally powerful, able to complete the tasks of many other Anemo characters while still doing a lot of damage himself.
