The Russian Federal Security Service (FSB) arrested Paul on December 28, 2018 in the Moscow area.

According to Russian news agency Rosbalt, the prisoner was arrested at the Metropol after a long excursion with a Russian citizen, who handed him a USB stick with a list of all the employees of a classified security agency at the hotel.

After his arrest, the former American naval officer revealed that his friend had turned up at the hotel, prompting authorities to arrest him.
