Libby Squire’s twisted killer blitzed her weeks before he was raped and murdered, mom believes

Libby Squire’s killer exposed himself to her weeks before her murder, her mother believes.

Her mother, Lisa Squire, said a stranger who she now believes was the man who murdered her daughter exposed himself on her way home weeks before she died.

She said the incident made her daughter “absolutely angry” but never thought to tell her to report the incident to the police.

Pawel Relowicz, 28, a married father of two and a Polish butcher, dumped the 21-year-old student’s body in the River Hull after raping her on a playing field in the early hours of February 1, 2019.

Before carrying out the murder, Relowicz had conducted a campaign of horrifying, sexually motivated crimes in the student area of ​​Hull, peering through windows to watch young women and breaking into their homes to steal intimate items.

Mrs Squire told the Guardian: “But I never thought to tell her you have to report this, you have to call the police, and she didn’t report it either.

“We are almost conditioned to ignore indecent disclosures. I didn’t know any better then, but I know better now.”

Earlier this month, Wayne Couzens, the killer of Sarah Everard, was finally brought to justice for a series of earlier high profile incidents.

Ex-officer Couzens, 50, was supposed to be on duty and working from home when he exposed himself to a female cyclist on a country lane in Kent in November 2020.

In February 2021 he twice exposed himself to female attendants at a McDonald’s drive-through in Swanley, Kent – the latest incident just days before he kidnapped Ms Everard, 33, in south London.

Lisa Squire said she was “absolutely appalled” to learn the details of Ms Everard’s murder as they were “identical” to those of her daughter.

While she admitted she can never prove it was Relowicz who flashed her daughter, she said “it’s a coincidence.”

“Most likely it was Relowicz who flashed Libby because he was doing that in the area at the time,” she said.

“I’ll never be able to prove that, but it’s a coincidence, isn’t it?”

During Relowicz’s sentencing hearing, Ms Justice Lambert said he was “encouraged” by the fact that he had not been stopped.

Since her daughter’s death, Ms. Squire has advocated for earlier intervention and tougher action on low-level sex crimes.

“Not every contactless sex offender will go on to become a rapist, but every rapist was once a contactless sex offender,” she said.

“So I think we have to keep them for the red flags they really are.”
