KABUL—Women in Afghanistan are grappling with new Taliban rules mandating they must be accompanied by a male relative, one of a number of measures they say threaten to bar them from public and professional life to repress.

The official new rules do not prevent women from traveling alone near their homes. The Taliban, who took power in Afghanistan in August, last month banned women from traveling more than 48 miles without one mahramor male guardian, based on the group’s harsh interpretation of Islam.
