President Biden has used the pandemic to justify what he can’t get through Congress, including his moratorium on evictions and his vaccination mandate. Now his administration is effectively eliminating student debt in the installment plan.

That is the meaning of the government’s announcement on Wednesday that it would again extend the pause in student loan payments and accrual, this time until August. Mr Biden said the economy was stronger than ever and the country could safely “return to more normal routines” but student borrowers still appeared unwilling to return to normal loan payments.
