President Biden orders all agencies in the federal bureaucracy to “expand opportunities for citizens to register to vote and receive information about and participate in the election process.” That language, from a March 2021 executive order entitled “Promoting Access to Voting,” may sound innocuous. It is not, and it can mask an abuse of power. The administration makes it difficult for the public to find out.
Encouraging voter registration and participation—that is, mobilizing voters—is an inherently political act for a partisan president. The resulting efforts may target groups expected to vote for the president’s party and may take the form of pressure to support the party or its policies. A president has every right to influence potential voters during an election campaign. He has no right to influence them by force of the federal government.
