The Knights of Favonius undertake this task in Monstadt, while the Yashiro Commission oversees the same in Inazuma. Meanwhile, reputation in Liyue is managed by the Ministry of Civil Affairs. This organization plays a large role in maintaining order in Liyue and, as the name suggests, focuses on civil affairs.

What does the Ministry of Civil Affairs do?

The Ministry of Civil Affairs is a fairly large organization that works closely with the Liyue Qixing and Millelith to maintain order in Liyue. They mainly deal with human resources, resource and information management, maritime authorities and day-to-day tasks in the port. These branch out as follows:

  • proficiency tests
  • Taxes
  • Permits, such as exit permits
  • Rental of berths
  • customs clearance
  • forms, e.g. B. Authorization Forms for Restricted Goods
  • Make staff available, e.g. B. Clerks to help companies with paperwork

The Liyue Ministry of Civil Affairs is made up of many workers, but notable NPCs and characters that appear around the port include:

  • Ms. Yu – secretary
  • Clerk Zhao – Clerk
  • Nervous An – Administrator of the Maritime Authority
  • Yelan – mysterious member; probably an informant

A general trend among members of the Ministry of Civil Affairs is that they are overworked and desperate to take a break. But Yelan, an upcoming character expected to be released in version 2.7, is a little different.

Though she is said to be a member of this organization, a compilation of leaked voicelines posted by u/QuietAncient5122 on r/Genshin_Impact_Leaks reveals that she is a two-faced intelligent person who has worked with the Liyue Qixing in her family history and provides valuable information to the Ministry of Civil Affairs – although the source of the information is questionable.

But unlike other workers, Yelan is reportedly absent from work for most of the year. It is believed that she spends her “absent” days gathering information for the Ministry of Civil Affairs and the Liyue Qixing, but nothing has been confirmed.
